07. 1. It appears that inadvertently in order no.6 the date of the order has been typed out as "02.09.2025" instead of "28.10.2025". Since this being a typographical error, the same be corrected and read as "28.10.2025" instead of "02.09.2025".

2. None appears for the appellant.

3. This appeal is pending since 1998 and consistently nobody is appearing on behalf of the appellant. Therefore, in the order dated 16.10.2025 it was indicated that if none appeared for the appellant on the next date of hearing, Amicus Curiae will be appointed. Today, when the matter was taken up, none appeared for the appellant. Therefore, Mr. Debasis Sarangi, learned counsel is requested to assist the Court at the capacity of Amicus Curiae and he has readily accepted same and rendered effective assistance for disposal of the appeal.

4. Heard Mr. Debasis Sarangi, learned Amicus Curiae for the appellant and Mr. R.B. Dash, learned Addl. Standing Counsel for the State.
