02. 1. It is brought to the notice of this Court that Mr. A. Kanungo, learned counsel was initially appearing. Thereafter, on the consent, learned counsel Mr. B.K. Biswal has appeared who is on record along with learned counsel Mr. M.K. Khuntia.
2. In such view of the matter, the noting relating to appearance of learned counsel Mr. Khuntia without consent stands deleted.
3. As undertaken, learned counsel for the Petitioner shall file written note of submission.
4. Learned counsel for the Petitioner relies on the judgment of the Apex Court in the case of Ram Lal vs. State of Rajasthan and others, (2024) 1 SCC 175 as well as the judgment of the Hon'ble Single
Judge of this Court dated 30.01.2024 in W.P.(C) No.15879 of 2019 (Tapan Kumar Pradhan @ Tapan Pradhan vs. State of Odisha and another) to fortify his submission.
5. On the consent of the learned counsel for both the parties, list this matter on 18.03.2025 as the first case on Board as a part heard matter subject to other part heard matters in chronology.
