2. Mr. P.K. Mishra, learned counsel for the petitioner submits that the issue is in this Wirt is covered by the judgment passed on 01.11.2023 by this Court in W.P.(C) No. 35927 of 2021, which could not be validly disputed by Mr. D. Mohapatra, learned ASC.

3. In view of the aforesaid facts and circumstance, the present Writ Petition stands disposed of in terms of the judgment passed on 01.11.2023 by this Court in W.P.(C) No. 35927 of 2021.
