01. 1. This matter is taken up through Hybrid Arrangement (Virtual/Physical) Mode.

2. Heard learned counsel for the Petitioner and learned counsel for the Opposite Parties.

3. The Petitioner has filed the present Writ Petition with the following prayer:-

"The petitioner therefore prays that the Hon'ble Court may kindly be pleased to admit the writ petition and to issue a "RULE NISI" to the Opp. Parties to show cause as to:

1) Why Opp. Party No.6 will not direct to regularize the service of the petitioner and direct to grant the consequential service as a class IV employee of the Govt. from the date of appointment as per the Hon'ble Tribunal's Order from the date of joining. Similarly covered with the judgment of Mochiram Behera's case vide Annexure-4 as the petitioner is working now under the office of opposite party No.6 after re-organization and no more connected with the opposite party No.6's office;

And any other order/orders, direction/directions as deem fit be passed.

And for this act of kindness, the petitioner shall, as in duty bound, ever pray."

However, taking into account the claim raised in the present Writ Petition, liberty is granted to the Petitioner to make a detailed representation before Opp. Party No.1 by enclosing all the relevant documents and citations in support of his claim, if any, within a period of three (3) weeks from the date of receipt of the order.

5. It is observed that if such a representation is filed within the aforesaid period, Opp. Party No.1 shall do well to take a lawful decision on the same within a period of three (3) months from the date of receipt of such representation. While taking such a decision the order passed by this Court available at Annexure-4 shall be taken note of. The order so passed by the Opp. Party No.1 be communicated to the petitioner.

6. With the aforesaid observation and direction, the Writ Petition is disposed of.
