2. For the reasons stated, the I.As. are allowed. Accordingly, filing of certified copy of the judgment and order under Annexures-1, 3 and 4 is dispensed with.

W.A. No.321 of 2020 and I.A. No.611 of 2020

3. Issue notice to the Respondent by Speed/Registered Post with A.D. making it returnable before the next date. Requisites be filed within a week. The tracking report be placed on record before the next date.

4. List on 8th May, 2023. There shall be stay of the impugned order of the learned Single Judge in the meanwhile. Issue urgent certified copy of this order as per rules.
