2. In compliance of the order dated 17.08.2023, Mr. Manoj Kumar Mohanty, Additional Secretary to Government, G.A. and Public Grievance Department appears in person and files compliance affidavit after serving a copy thereof on learned Senior Counsel appearing for the petitioner in Court today. The same be kept on record.

3. Mr. S.K. Sarangi, learned Senior Counsel appearing for the petitioner seeks time to go through the compliance affidavit and to address this Court on the question of reallocation of plot in favour of the petitioner. He contends that reallocation of plot is permitted, in view of judgment of the apex Court in the State of Odisha v. Malati Biswal (Civil Appeal Nos.9895-9896 of 2017 (arising out of SLP(C) No.26318-26319 of 2013 disposed of on 27.07.2017).
