05. 2. As it appears, the order impugned has been passed on 28.01.2019 and the Writ Petition has been filed on 11.09.2020 after lapse of one year and eight months. Therefore, the Writ Petition suffers from delay and laches.
3. In that view of the matter, this Court is not inclined to entertain this Writ Petition at this belated stage, as the same suffers from delay and laches, in view of the judgment/order of this Court in the case of State of Odisha v. Surama Manjari Das (W.P.(C) No. 15763 of 2021 dismissed on 16.07.2021).
4. Accordingly, the Writ Petition merits no consideration and the same is hereby dismissed.
