Upon hearing Mr. B. Mohapatra, learned counsel for the Appellant and on going through the judgments passed by the courts below as also all the developments as pointed out in order to make an endeavour for disposal of this Appeal at the stage of hearing on admission; this Court feels inclined to issue notice to the Respondent Nos.1 and5 by registered post with A.D. Steps be taken within two weeks hence. In that event noticed be issued, fixing a short returnable date. A set of brief be also served upon Mr. G.N. Rout, learned Additional Standing Counsel in the meantime.
