Heard Mr. BR Sharma, learned counsel appearing for the petitioner, Mr. Shyam Sharma, learned GA appearing for respondents No. 1, 2 & 3 and Mr. RK Deepak, learned senior counsel assisted by Mrs. I. Bimola, learned counsel appearing for respondent No. 4.

None appeared for respondents No. 5-12, despite service of notice.

During the midst of hearing of the present writ petition, the attention of this Court has been drawn to the proceedings of the Class-II DPC Meeting held on 15.12.2022 for promotion to the post of Extension Officer (Development) wherein the following OMs have been mentioned:-

a) O.M. No. 9/1/21-Res/DP dated 27.11.2021,

b) OM No. RESV/1/2021-DP-DP dated 28.12.2021, 15.03.2022 and 25.08.2022.

Page 1 By relying on the said OMs, as the petitioner has not been given promotion to the higher post by relying on the aforesaid 4 (four) office memorandums, this Court is of the considered view that careful examination of the 4 (four) OMs is necessary.

Since, the said 4 (four) OMs have not been enclosed as a part of the record of the present writ petition, the learned GA is directed to produce the copies of the said OMs and place it before this Court on the next date of hearing without fail.

As prayed for, list these cases again on 09.03.2026 as a part heard matter.

A copy of this order be furnished to all the counsel appearing for the parties through their whatsapp/e-mail during the course of the day for doing the needful.
