After hearing learned counsel for rival parties on the question of admission, it appears that there is arguable point involved which is to the following extent :
"Whether coming into effect of the Sexual Harassment of Women At Work Place (Prevention, Prohibition and Redressal) Act, 2013, would automatically supersede the amendment caused in Rule 14(2) in 2004 [based on the judgment in the case of Vishaka vs. State of Rajasthan (1997) 6 SCC 241] to the extent of obliging the employer to follow the detailed procedure of conduction of inquiry under from Rule 14(2) to Rule 14(24) of Central Civil Services (Classification, Control and Appeal) Rules, 1965 without treating the recommendation of the Internal Committee and the findings of the Inquiry Officer as final".
