Parties reached to a consensus that this petition may be disposed of by permitting the petitioner to file a fresh comprehensive representation along
with the settlement and submit it before respondent No.4. In turn, respondent No.4 will take a decision on the said representation by examining the claim of the petitioner in the light of judgment of this Court in Prerna vs. State of MP (WP No.6773/2006). If petitioner is similarly situated, the respondent No.4 shall grant similar benefits to the petitioner within 60 days therefrom. If he decides otherwise, a reasoned and speaking order shall be passed and communicated to the petitioner. Petition is disposed of in terms of settlement.
Parties shall act in accordance with their stand taken herein-above. CC as per rules.
