     THIS WRIT PETITION (CIVIL) HAVING COME UP FOR ADMISSION ON
13.07.2021, THE COURT ON THE SAME DAY DELIVERED THE FOLLOWING:

                             JUDGMENT

The petitioners in this writ petition have

approached this Court in the year 2013 seeking a

direction to respondents 1 and 2 to review/assess

the number of backlog vacancies in the post of

Meter Reader, earmarked for the Scheduled Tribe

candidates for the years 2006 - 2014; and to

report such vacancies to the Kerala Public Service

Commission (PSC).

2. Even though I have referred to the primary

prayer of the petitioner as afore, the fact

remains that, they cannot obtain any relief in

this writ petition even if I am to find in their

favour, because admittedly, the rank list in which

they were appointed, has already expired.

3. In fact, it is the specific case of

Sri.P.C.Sasidharan - learned Standing Counsel for

the PSC, that since the rank list has expired, no

relief can be granted to the petitioners, WP(C) NO. 31771 OF 2013

particularly because no vacancies were reported as

ordered by this Court, pending this lis.

4. I find substantial force in the

submissions of Sri.P.C.Sasidharan and therefore,

dismiss this writ petition as having become

infructuous.

I also record that Sri.M.K.Thankappan -

learned Standing Counsel for the KSEB, submitted

that, as is also averred in the counter affidavit

filed by his client, a reassessment of the

vacancies was done; but that no vacancies were

found available and consequently, that no

reporting could be done.
