                Heard the parties.

Perusal of the record reveals that the impugned judgment has been delivered by the undersigned in capacity of District Judge, Godda.

Registry is directed to place the matter before Hon'ble the Chief Justice for assigning the matter to some other Bench.

Perusal of the record further reveals that vide order dated 20.07.2018, this court passed the selfsame order but the same has not been complied with.

The Registrar General of this Court is directed to conduct an enquiry, as to why, though vide order dated 20.07.2018, this Court itself passed the selfsame order for placing the matter before the Hon'ble Chief Justice for assigning the matter to some other Bench, the same has not been placed before Hon'ble Chief Justice as yet and take appropriate disciplinary action in administrative side against the errant officer.
