01. Learned counsel for the petitioners has submitted that the LPA filed by

the respondents stands dismissed by the Division Bench which fact has

been confirmed by the learned counsel for the respondents.

02. In view of the above development, there is no option for the respondents

but to comply with the judgment of the Writ Court.

03. On the last date of hearing, the respondents were directed to either

produce the stay order or to remain present in person before this Court.

04. Today, the respondents have not put in their presence before this Court.

Learned counsel for the respondents seeks eight week's time to comply

with the judgment of the Writ Court.

05. Although, there is hardly any justification for granting further time to the

respondents to comply with the judgment of the Writ Court which has

been passed about a decade back, yet in the interest of justice, one more

opportunity is granted to the respondents to come up with the compliance

report by next date of hearing, failing which the Commissioner/Secretary

to Government PWD Department and Chief Engineer PWD (R & B)

Kashmir Division, Srinagar shall appear in person before this Court, either

physically or through virtual mode, to explain as to why contempt

proceedings should not be initiated against them.
