1. This petition has been filed by the petitioner with the following
prayers:-
"(a) Issue an appropriate writ, order or direction quashing the
Impugned Letter dated 23.12.2025, issued by Respondent No. 1,
whereby the request of the Petitioner for grant of Review
Medical Board has been rejected.
(b) Issue a writ of mandamus or any other appropriate writ,
order or direction directing the Respondents to convene and
conduct a Review Medical Board of the Petitioner, within a
time-bound manner as may be fixed by this Hon'ble Court;
(c) Issue a writ of mandamus directing the Respondents 3 and 4
that in the event the Petitioner is found fit by the Review
Medical Board, she shall be permitted to join the pre-
commissioning training course for AFCAT-218/26G/SSSC/W
(Education Branch) with all consequential benefits including
seniority and continuity;
(d) Direct Respondents 3 and 4 to provisionally reserve one
vacancy in the Education Branch under AFCAT-
218/26G/SSSC/W against which the Petitioner has been
selected, and restrain the Respondent 3 and 4 from allocating
the said vacancy to any candidate from the reserve list or in the
alternative, permit the Petitioner to provisionally join the pre
commissioning training at the Air Force Academy, Hyderabad,
subject to the outcome of the Review Medical Board and final
adjudication of the present writ petition, so as to prevent
irreversible prejudice to the Petitioner;
(e) Pass any other order(s) / direction(s) in favor of the
Petitioner as this Hon'ble Court deems fit and proper."
2. The facts as noted from the petition are that the petitioner had applied
against the notification issued by the respondents titled "Air Force Common
Admission Test" (AFCAT-01/2025) for Flying Branch and Ground Duty
(Technical and Non-Technical) Branches/NCC special entry for courses
commencing in January, 2026. The petitioner was found unfit at the stage of
medical examination, wherein it was stated that audiometric loss was greater
than 20db, in frequencies between 250 and 8000Hz on PTA.
3. Suffice to state that even the Initial Medical Board as well as
Appellate Medical Board have come to the same conclusion. The petitioner
through her counsel relies upon the examination undertaken by her at the All
India Institute of Medical Sciences, New Delhi ('AIIMS'), to contend that
AIIMS has found the hearing of the petitioner within the normal limits with
no abnormality.
4. The respondents have entered appearance through their counsel along
with the officer. We have interacted with the officer. We are of the view that
in the facts of this case, appropriate be that the Review Medical Board shall
re-examine the petitioner for her fitness. While doing so, the Review
Medical Board shall also consider the reports given by the Medical
Board/Appellate Medical Board of the respondents and also the reports of
the AIIMS, wherein the petitioner had undertaken the examination.
5. As stated by the officer, the exercise be undertaken within one week
from today.
6. The petition is disposed of.
