1. This Public Interest Litigation has been preferred with the following prayers :

"i) Issue a writ, order or direction in the nature of mandamus directing Respondents No. 1, 2, 3 and 4 to provide proper street lights in all roads, LNDC areas, parking lots, and keep a list of all work done in respect of that;

ii) Issue a writ, order or direction in the nature of mandamus directing Respondents No. 1, 2, 3 and 4 to deploy security guards and install high mast tower lights in the Park;

iii) Issue a writ, order or direction in the nature of mandamus directing Respondents No. 1, 2, 3 and 4 for the proper maintenance and upkeep of the Park, and keep a list of all work done in respect of that;

iv) Issue directions to Respondent Nos. 5, 6 and 7 to deploy at least 2 (two) Policemen and 1 (one) PGR van doing round the clock surveillance near the Park and its nearby areas;

v) Issue directions to Respondent Nos. 5, 6 and 7 to take effective measure to stop public drinking near the area and keep a list of measures taken in respect of this which shall be assessable to public.

vi) Pass such further orders as this Hon'ble Court may deem fit and proper in the facts and circumstances of the case."

2. Having heard learned counsel for both the sides and looking to the facts and circumstances of the case, it appears that this petitioner is in search of proper lights at Laxmi Nagar District Centre and the parks including the parking lots in the said area situated at Laxmi Nagar, Delhi.

3. Learned counsel appearing for the petitioner has also taken this court to Annexure P-5 and the photographs annexed with the said annexure.

4. Looking to the facts and circumstances of the case, we hereby direct the respondent no. 3 to install the lights at Laxmi Nagar District Centre area and they shall also maintain the parks in that area. The basic amenities which are to be provided in this area shall also be provided by the respondent no.3. It ought to be kept in mind by the respondent no.3 that looking to their budget and priority of the work to be done by them, the lights and other amenities shall be installed at Laxmi Nagar District Centre area. The park as mentioned in this petition shall also be maintained properly by the respondent no.3.

5. With these observations, this writ petition is hereby disposed of.
