2. Mr.Shah, learned counsel for the petitioner has also argued that the Policy Circular No.39/2015-20 dated 7th June 2022 has not been followed. It is also submitted that the issue would stand covered by the decision of this Court in Larsen & Toubro Limited Vs. Union Of India, 2018 (360) E.L.T. 289 (Bom.) which according to him has been followed in several other judgments which are part of the compilation as tendered before us.
