1. Heard learned Counsel for the petitioner and learned Standing Counsel.

2. It is argued by the Counsel for the petitioner that on similar facts and circumstances, one of the petitions being Writ-C No.1002740 of 2009 was decided vide judgment and order dated 12.01.2023.

3. Considering and adopting the same reasoning as the same pertains to the same land, the present petition is allowed on the same terms and conditions. The directions given by this Court shall squarely applied to the present case.

4. The impugned order dated 04.06.2009 passed by the respondent no.2 in Stamp Revision No.305/08-09 as well as the order dated 15.09.2008 passed by the Collector Stamp in Case No.268 (State vs Smt. Suman) are quashed.

5. The amount deposited by the petitioner shall be refunded to him within a period of three months from the date of production of a certified copy of this order.
