Heard learned counsel for the petitioners and Mr.D.R. Misra, learned counsel for opposite parties 1 and 2.

The petitioners being Shiksha Mitra are seeking permission for training on the basis of qualification obtained during the course of service.  However, I am of the view that unless they are permitted by the employer for study during the course of service, the same cannot be acknowledged by the department. 

Since the petitioners confine their prayer to issue a direction to the Basic Shiksha Adhikari, Barabanki i.e. opposite party no.1 to consider and dispose of the petitioners' representation, at this stage, I hereby issue a direction to opposite party no. 1 to consider and dispose of the petitioners' representation within two months after receipt of a certified copy of this order.The petitioners are permitted to move representation before opposite party no.1

The writ petition is accordingly disposed of finally.
