“Foreign Travel bars entry into Sanctum”: HC tightens rules on Priests, mandates strict ritual discipline

In a significant push to preserve traditional temple practices, the Andhra Pradesh High Court has made it clear that priests who travel abroad cannot be permitted to perform Puja inside the sanctum sanctorum. Alongside this, the Court has asked the State Endowments Department to ensure strict adherence to established religious guidelines, bringing renewed focus on maintaining ritual discipline within temple administration.

The matter reached the Court through a petition alleging that established religious guidelines and a government circular had not been properly enforced. The Petitioner argued that hereditary priests are required to follow strict spiritual discipline, including daily Vedic rituals, mantra recitation, and adherence to prescribed codes of conduct relating to food, lifestyle, and personal practices. It was contended that priests who travel abroad or fail to maintain these standards lose their eligibility to enter the sanctum sanctorum and perform rituals, and that authorities had failed to enforce these requirements, thereby affecting the sanctity of temple worship.

The Bench, led by Justice Nimmagadda Venkateswarlu, accepted the concern regarding non-implementation of prescribed norms and emphasised the need to follow established religious standards governing temple practices. It noted that ritual discipline forms the core of temple traditions and cannot be diluted by administrative inaction. The Court directed authorities to act in line with the existing framework, observing that priests who do not adhere to such standards, including those who travel abroad, cannot be permitted to perform worship inside the sanctum sanctorum.

The petition was accordingly disposed of with directions for strict compliance.
