State Human Rights Body summons SI for beating Complainant who came to file FIR

The State Human Rights Commission (SHRC) on Thursday took suo motu cognizance of the incident in which a sub-inspector in Chinna Salem in Villupuram thrashed a lorry driver who visited the police station to file a complaint.

Taking cognizance based on the news report published in ToI titled ‘SI transferred for assault of a man who came to register complaint’ dated June 20, the commission has summoned the SI to appear on July 24 for inquiry.

The issue came to light through a video circulated on social media recorded by the victim Manikandan’s friend.

Shanmugham, the sub-inspector, has been transferred to the armed reserve wing.

Subramani, a hay dealer of Thachur village, had taken a loan of 1.5 lakh from financier Thiyagarajan from Melur. However, he failed to pay even the interest after one year & stopped answering Thiyagarajan’s calls.

Angered over this, Thiyagarajan planned to teach Subramani a lesson. With the help of a friend, Thiyagarajan placed an order with Subramani to deliver a load of hay at Bangaram village. On Monday, when Manikandan went to deliver the hay, Thiyagarajan detained the lorry & refused to release it until Subramani settled the debt.

Manikandan who went to lodge a complaint was thrashed by the SI.
