Recently, the Allahabad High Court is examining a challenge to the results of the PCS (Combined State/Upper Subordinate Services) Preliminary Examination, 2025 and the Assistant Conservator of Forests Preliminary Examination, after candidates raised concerns over the application of reservation and migration rules.

The matter arose from a writ petition filed by Manish Kumar along with three other candidates, who appeared in the PCS Preliminary Examination, 2025 under the OBC category. The petition came up before a single bench presided over by Justice Manish Mathur.
By an order dated December 19, the Court granted time to the Uttar Pradesh Government and the Uttar Pradesh Public Service Commission to place their responses on record.

The Petitioners contended that they had secured marks higher than the cut-off prescribed for the general category. Relying on the applicable Reservation Act and Migration Rules, the counsel argued that a reserved category candidate who scores equal to or above the general cut-off, without availing any special concession, is entitled to be considered in the general category. Despite fulfilling these criteria, the Petitioners alleged that they were denied migration to the general category and consequently excluded from appearing in the main examination.

After hearing submissions on behalf of the petitioners, the Court found it appropriate to seek responses from the authorities concerned on the issues raised, particularly regarding the implementation of reservation and migration norms in the examination process.

The High Court directed the Uttar Pradesh Government and the UPPSC to file their counter-affidavits within three weeks. The matter has been posted for the next hearing on January 22, 2026.
