In a landmark achievement, the Ministry of State for Commerce reported that the Industry Patent Office granted 1,03,057 patents during the fiscal year 2023–2024. This significant milestone reflects the government's concerted efforts to modernize India's Intellectual Property Rights (IPR) ecosystem through various strategic initiatives.
The government's push for modernization included adopting cutting-edge IT technologies across IP offices, introducing fee incentives, and launching awareness programs to educate and reward top performers in the IPR sector. These measures have particularly benefited startups, Micro, Small, and Medium Enterprises (MSMEs), and educational institutions, encouraging them to file more patents.
One of the standout achievements has been the rise in patent filings among startups. In FY 2018–19, startups were awarded 801 patents; by FY 2022–2023, this number had surged to 3,421, marking a significant increase. Similarly, educational institutions have seen a boost in patent filings following a fee reduction introduced in September 2021.
Startups and MSMEs have also benefited from substantial fee concessions, receiving a 75% discount on design application fees and a 50% discount on trademark application filings. These incentives have helped reduce the financial burden on smaller entities and encouraged them to protect their intellectual property.
The Start-Ups Intellectual Property Protection (SIPP) scheme, introduced in 2016, has been instrumental in this growth. The scheme allows startups to receive pro bono assistance from empanelled IP experts, with the government covering the facilitation fees. This initiative has led to a remarkable 355% increase in patent applications and a 543% increase in trademark applications filed by startups over the past six years.
The modernization and support initiatives reflect the government’s commitment to fostering innovation and entrepreneurship in India. With the continued expansion of the IPR ecosystem, the country is poised to see further growth in intellectual property protection, driving innovation and economic development.
