Mr. Sandeep Kothari, learned counsel for the petitioner.
2. Mr. Ketan Joshi, learned counsel for respondent nos.1 & 2.
3. Learned counsel for the petitioner submits that the orders impugned in the writ petition are absolutely erroneous, attended by malafides, and further that it is a settled principle of law that no order of blacklisting can be passed without affording an opportunity of hearing.
4. Per contra, learned counsel for respondent nos. 1 & 2 submits that a joint inspection was conducted by respondent nos. 1 & 2 and in that joint inspection, it was found that the shop in-question was being run by someone else and not by the petitioner, and further that the one year contract is over.
5. Having considered the rival submissions of learned counsel for the parties, this Court is of the view that the matter requires some deliberation in order to decide the controversy. Therefore, counter affidavit is needed.
6. Issue notice to respondent no. 3, returnable within four weeks.
7. Steps to be taken within three days.
8. Respondents may file the counter affidavit within four weeks.

10. Till the next date of listing, the effect and operation of impugned orders dated 26.02.2026 (annexure-6), 26.02.2026 and 09.03.2026 (annexure-7) shall remain stayed.
11. Stay application (IA No.1/2026) stands disposed of accordingly.
