2. Mr. Siddhartha Bisht, learned AGA for the State.
3. Since the matter is taken up, at the very outset, Mr. Rajendra Singh Azad, Advocate, submits that he is not appearing for the appellant because the appellant has taken the NOC and record from him.
4. Today, none is present for the appellant. The appeal is admitted. LCR has not been received as yet. On the last occasion, the delay was condoned.
5. Since this is an admitted appeal, it has to be decided, therefore, this Court proposes to appoint some Amicus Curiae to assist the Court. The Court requested Mr. B. M. Pingal, learned counsel. He agreed to assist the Court in the matter.
6. Mr. B. M. Pingal, Advocate is appointed Amicus Curiae in the matter.
7. Once the LCR is received, let the paper book be prepared and provided to the learned counsel for the parties as per Rules.
8. List this case on 27.04.2026 for final hearing.
