3. Mr. Shivanand Bhatt, Adv. has instructions to appear on behalf of respondent no.5. He prays for and is allowed 10 days' time to file the power.
4. As per office report, it appears that respondent no.6 is un-served. According to postal tracking report, she has left the given address. It is contended by learned counsel for the petitioner that respondent no.6 is a person in favour of whom the licence was granted and she is running a liquor shop at 'Asafnagar Jhal' Roorkee, District Haridwar, and therefore, the tracking report appears to be fabricated one. He prays for to serve respondent no.6 through respondent no.4. The prayer made by learned counsel for the petitioner appears to be genuine one, and accordingly, granted. Let the steps be taken by the petitioner within two days for effecting service on respondent no.6 through respondent no.4-District Excise Officer, Haridwar who shall serve copy of notice along with copy of writ petition upon respondent no.6 and submit the service report through standing counsel for the State.
