1. Mr. G.D. Joshi, learned counsel for the petitioner.

2. Mr. Tumul Nainwal, learned A.G.A. with Ms. Sweta Badola Dobhal, learned Brief Holder for the State.

3. Petitioner no. 1 Ujala Kumari, who is resident of Bihar and petitioner no. 2 Dhanjee Munna Chauhan, who is resident of Maharashtra are praying for the following reliefs:-

(i) Issue an appropriate writ order or direction in the nature of mandamus commanding respondent nos. 2 and 3 to forthwith ensure effective, adequate and continuous protection to the life and personal liberty of the petitioners from the private respondent nos. 4 & 5 and any other person acting at their instance or on their behalf:
(ii) Issue an appropriate writ, order or direction in the nature of mandamus commanding the respondent nos. 2 & 3 to take all preventive and protective measures necessary to safeguard the petitioners from any form of physical harm, harassment coercion, intimidation unlawful.

It is submitted by learned counsel for the petitioners that petitioner no. 1 already married but she left her husband, since, his behavior was not proper and come in contact with petitioner no. 2 with whom she is in love and both of them are in live-in relation, in support of which an agreement dated 19.02.2026 is also placed on record.

5. On interaction, petitioner no. 2 informed that he is residing at Sitarganj in a rental accommodation of one Subhash Chauhan, R/o Devbhoomi Colony, Baghora, Sitarganj, District U.S. Nagar and is a labour. The rent deed dated 19.02.2026 is also placed on record at page 22.

Mr. Tumul Nainwal, learned A.G.A. for the State submits that since both the petitioners are from different States, in such an eventuality, if there is threat perception to both the petitioners they may immediately approach the concerned S.H.O. so that the S.H.O. concerned may interact with them and also make an attempt to contact respondent nos. 4 and 5, namely, Pappu Rajvanshi, R/o Bihar and Smt. Sangeeta Devi, R/o Gujrat.

7. The petitioners having contact no. 1 of respondent no. 4 and 5 which are as follow:-

8. Let both the petitioners approach to respondent no. 3-S.H.O. P.S. Sitarganj and the S.H.O. Sitarganj may interact with them and also contact to respondent no. 4 and 5 and then assess threat perception and if requires provide adequate security or protection to the petitioners.

9. Put up this matter on 11.03.2026.

10. The S.H.O. concerned shall provide the details to the G.A. Office so that on the next date the State Counsel may also update the status.
