On 19.02.2026, the Court had directed issuance of notice to the learned Advocate General, as a joint request appears to have been made on that date before the Court by the parties.
Today, learned Advocate General is present before the Court. He submits that since vires of Uttarakhand Public Service Commission (Procedure and Conduct of Business) Rules, 2013, is under challenge, State has nothing to do with those rules because the Uttarakhand Public Service Commission is a separate entity under Constitution; a constitutional body independent of the State's interference.
