     Petition under Article 226 of the Constitution of India praying that
in the circumstances stated in the affidavit filed herein, the High Court
may be pleased to issue an order or direction more in the nature of Writ of
Certiorari and to call for the records relating to and in connection with
impugned Judgment in O.A.No.12940/2009 dated 01.11.2012 which was
decided by relying on its earlier orders in 0.A.No.5119/2011 and batch of
cases dt.18.10.2012 and set aside the same by declaring them as illegal,
arbitrary, discriminatory, violative of Articles 14 & 16 of the Constitution of
India and consequently declare that the orders issued by the Government
in G.O.Rt.No.371 BC Welfare Department dt.26.12.2009 are perfectly legal
and valid by upholding the validity of Rule 16(h) of A.P.S.S.S Rules,1996 as
per the Law laid down by this Hon'ble Court- in W.P.No.22978/2008 and
batch dated18.12.2008 and further continue the petitioners as HWO's Gr-I
with all service and monitory benefits.

    The petition coming on for hearing, upon perusing the Petition
 and the affidavit filed herein and order of the High Court dated 11-12-
2012 made herein and upon hearing the arguments of Sri Poodattu
Amarender, Advocate for the Petitioners, and the Govt. Pleader for B
C Welfare, for the Respondent Nos. 4 to 7, the Court made the
