1. Learned counsel for the petitioners submitted that the petitioners would be satisfied if the Secretary, Department of Revenue (Group-I) is directed to expeditiously decide pending representation(s) of the petitioners after taking into consideration the judgment rendered by this Court in the case of Moola Ram (Downloaded on 23/04/2025 at 10:10:36 PM) [2025:RJ-JD:19656] (2 of 2) [CW-7814/2025] Vs. State of Rajasthan (S.B. Civil Writ Petition No.3470/2025), decided on 18.02.2025 as well as the new circular issued by the State Government on the subject governing the field.
2. The writ petition is therefore, disposed of with a direction to the petitioners to file a fresh representation before the concerned Secretary alongwith the photocopy of the earlier representation(s) and the certified copy of the order instant within a period of four weeks.
3. The respondent No.5 shall also be free to file his representation along with documents.
4. In case, representations are so addressed within the aforesaid period, the concerned Secretary shall expeditiously decide the representations of the parties, in accordance with law, preferably within a period of eight weeks from the date of receiving the representations. The authority shall take into consideration the law laid down by this Court in case of Moola Ram (Supra) as well as new Circular issued by the State Government on the subject governing the field.
5. It is made clear that aforesaid direction to decide the representations has been issued only with a view to ensure expeditious redressal of petitioners' grievance. The same may not be construed to be an order to decide the representations in a particular manner.
6. Stay application also stands disposed of accordingly.
