1. The present petition has been filed by the petitioners under Articles 226/227 of the Constitution of India, seeking issuance of a writ of mandamus directing the respondents to grant the statutory pay scale to the petitioners as per 2009 Rules (Annexure P-5) i.e. Rs.10300-34800 + Grade Pay of Rs.5000/- for the Master Cadre and Rs.4200/- for ETT Cadre, Lecturer Cadre, Librarian and Class IV employees etc. working under the Education Department and later on grade pay increased for both cadres etc. vide letter dated 27.02.2012 (Annexure P-6), from entry into service along with arrears with interest @ 12% and further to take into account the statutory pay scale for all employees with future pay revisions and struck down the instructions dated 17.07.2020 (Annexure P-4) and release the benefits of judgment in CWP-15896-2023 titled as 'Saurabh Sharma and others Vs. State of Punjab and others' and other connected cases decided on 13.09.2024 (Annexure P-10).

Learned counsel for the petitioners submits that for redressal of their grievances, the petitioners have also submitted VINOD KOTHIYAL representation dated 07.08.2025 (Annexure P-9) to the respondents 2026.05.22 17:49 I attest to the accuracy and authenticity of this document CWP-16235-2026 -2- which is still pending consideration. He further submits that at this stage, the petitioners would be satisfied, if appropriate directions are issued to the respondents to consider and decide the said representation, by passing a speaking order, in a time bound manner.

4. Mr. Charanpreet Singh, A.A.G., Punjab, accepts notice on behalf of the respondents-State. He has no objection to the innocuous prayer made by learned counsel for the petitioners.
5. I have heard learned counsel for the parties and have gone through the record of the case.
6. Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.3/competent authority to consider and decide representation dated 07.08.2025 (Annexure P-9) submitted by the petitioners expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioners, preferably within a period of 06 months from the date of receipt of certified copy of this order. Further, the decision taken thereon shall be conveyed to the petitioners.
