1. Learned senior counsel appearing on behalf of the petitioner argues that the petitioner is working for the last 20 years with the respondent- University and is not being paid his salary as per the judgment of the Hon'ble Supreme Court of India in State of Punjab and others vs. Jagjit Singh and others, 2016 (4) S.C.T 641 according to which, employee who is working on temporary basis against the permanent post, is entitled for minimum of pay scale along with DA.
2. Learned senior counsel for the petitioner submits that as the petitioner has rendered more than 20 years of service with the respondent- University, the respondent-University is under an obligation to grant the petitioner the benefit of regularization as well.

Learned senior counsel for the petitioner further submits that the grievance raised in the present petition has already been raised by the petitioner 1 of 2 ::: Downloaded on - 25-10-2024 00:39:41 ::: Neutral Citation No:=2024:PHHC:136755 CWP-28198-2024 2 in the legal notice dated 08.07.2024 (Annexure P-6) which is still pending consideration with the respondent-University and the petitioner will be satisfied at this stage in case a time bound direction is issued to the respondent- University to decide the said legal notice by passing an appropriate speaking order.

5. Mr. M.K. Dogra, Advocate, who is present in the Court, accepts notice on behalf of the respondent-University.

Learned counsel for the respondent-University submits that in case the legal notice dated 08.07.2024 (Annexure P-6) has been received in the office of the concerned authorities and the same is still pending consideration with the authorities concerned, the same will be decided by the competent authority within a period of eight weeks from the date of the receipt of certified copy of this order by passing an appropriate speaking order and in case, after the decision any relief is to be extended to the petitioner, the same will be extended, otherwise due reasons will be mentioned in the speaking order to be passed for not accepting the claim of the petitioner for his information and necessary action.
7. Learned senior counsel for the petitioner submits that keeping in view the statement of learned counsel for the respondent-University, the present writ petition may kindly be disposed of having been not pressed any further.
8. Ordered accordingly.
