1. The prayer in the present Civil Writ Petition filed under Articles 226/227 of the Constitution of India, is to issue a writ in the nature of certiorari, for quashing of the impugned order dated 15.03.2023, Annexure P-3 whereby the petitioner was not considered for promotion to the post of Senior Assistant and private respondents were given promotion to the said post.

2. Learned counsel submits that the petitioner was not considered for promotion to the post of Senior Assistant, while private respondents were granted the said promotion without following the Reservation Policy and Instructions dated 25.06.2004, Annexure P-7 issued. Representations dated 04.07.2023 and 06.07.2023, Annexures P-4 and P-5 were submitted by him, raising specific issues with regard to the same, which have not been considered and rejected while passing a non-speaking order dated 29.01.2024, Annexure P-6. He prays, on instructions that the petitioner would be satisfied, in case a time bound direction is given to the respondents to reconsider her claim, keeping in view the aforesaid.

4. At the asking of the Court, Mr. Satnam Preet Singh, DAG, Punjab accepts notice on behalf of the respondent-State, on instructions, submits that the representations shall be considered and speaking order shall be passed.

5. In view of the aforesaid and without commenting upon the merits of the case, this petition is hereby disposed of with a direction to respondents to have a re-look at the matter and pass an order afresh and taking note of the pleas raised by the petitioner including the Instructions dated 25.06.2024, within a period of 4 months and if found entitled, necessary benefit be granted to her forthwith.
