This is second petition for grant of pre-arrest bail filed on behalf of petitioner Jagtar Singh alias Jaggi in case F.I.R No. 63 dated 6.3.2020 for offences under Sections 323/341/458/506/148/149 IPC registered with Police station Dera Bassi, District S.A.S. Nagar (Mohali). The first such petition was dismissed by this Court vide order dated 27.7.2021, copy of which has been placed on record as Annexure P-3.

Learned counsel for the petitioner states that the petitioner has come to this Court seeking pre-arrest bail on account of change in circumstances since the matter has been compromised between the parties.

May it be so. The Hon'ble Apex Court in recent judgment G.R. Ananda Babu Versus The State of Tamil Nadu & Anr. arising out of SLP (Crl.) No. 213 of 2021 has observed as under :

"As a matter of fact, successive anticipatory bail applications ought not to be entertained and more so, when the case diary and the status report, clearly indicated that the accused (respondent No. 2) is absconding and not cooperating with the 1 of 2 ::: Downloaded on - 11-09-2022 00:46:33 ::: CRM-M-40928 of 2022 2 investigation. The specious reason of change in circumstances cannot be invoked for successive anticipatory bail applications, once it is rejected by a speaking order and that too by the same Judge."

Therefore, the present petition is not maintainable and stands dismissed accordingly.
