2. The Bihar State Teaching Institutions Teachers and Employees Disputes of Redressal and Appeal Rules 2020 provides as per Rule 13 (3) powers and functions of the District Appellate Authority to resolve the disputes and complaints pertaining to process of recruitment and distribution of grants-in-aid with respect to aided permission for establishment/ recognized secondary and senior secondary Patna High Court CWJC No.5620 of 2019 dt.14-02-2023 2/2 schools and aided colleges. The Rule 14 provides powers and functions of the State Appellate Authority to hear appeal thereto. Keeping in view the prayer made by the petitioner and the objections raised by the respondents, this writ petition is dismissed with liberty to raise his dispute before the concerned District Appellate Authority.
