04. This matter is taken up through hybrid mode.

Though no counter affidavit has been filed till date, Mr. Sahoo, learned AGA, submits that the subject matter of the present writ petition is covered by the judgment dated 09.08.2021 passed by the coordinate bench in WPC(OAC) No.2408 of 2015. Being aggrieved by the said judgment, the State has preferred Writ Appeal No.243 of 2022, which is still sub-judice. Mr. Sahoo files the website copy of the said judgment in WPC(OAC) No.2408 of 2015, which be kept on record.

3. To the contrary, learned counsel for the Petitioner submits, the prayer of the Petitioner is based on the common order passed in O.A. No.512 of 2015 and batch dated 20.07.2018, as at Annexure-11. As per the instruction received, the State challenged the said common order before this Court in W.P.(C) No.7762 of 2021, which stood dismissed on the ground of limitation. Being aggrieved by such dismissal order, the State preferred SLP before the Hon'ble Apex Court. In the meantime, the SLP also stood dismissed. However, learned Counsel for the Petitioner is unable to apprise this Court about the number of SLP so also order passed therein and prays for an adjournment to take further instruction from the Petitioner and file an affidavit to bring on record the orders passed in W.P.(C) No.7762 of 2021 so also SLP. The prayer for adjournment is allowed.

4. The matter be listed in the week commencing from 20th October, 2025.

5. The State so also opposite party no.5 may file counter affidavit, if any, by the next date of listing.

6. The names of Mr. K.C. Sahu and associates, who were the previous counsel for the Petitioner, be deleted from the cause list as well as from the brief.
