                              JUDGMENT

This writ petition is filed with following prayers:

i. To issue a writ of mandamus commanding the respondents 1 and 2 to hear and dispose Ext.P2 within a time frame fixed by this Hon'ble Court. ii. To issue a writ of mandamus commanding the 3rd respondent to implement Exhibit P1 order. iii. To issue any other appropriate writ, order, or direction as this Hon'ble Court may deem fit and proper in the facts and circumstances of this case.

2. The main prayer in this writ petition is to dispose Ext.P2 within a time frame. The request in Ext.P2 is to implement Ext.P1. If Ext.P1 is in force and Ext.P2 is pending, there can be a direction to the District Collector to consider Ext.P2 with notice to the petitioner and the 4th respondent.

Therefore, this writ petition is disposed of with following directions:

1. If Ext.P1 is in force and Ext.P2 is WP(C).No.18213/2017 3 pending, the 1st respondent is directed to consider the same and pass appropriate orders in it, after affording an opportunity of hearing to the petitioner and the 4th respondent, as expeditiously as possible, at any rate, within three months from the date of receipt of a copy of this judgment.
2. The petitioner shall produce a certified copy of this judgment along with a copy of this writ petition with exhibits before the 1st respondent for compliance.
