This is an application to implead the 3rd respondent herein as additional 3rd respondent in the writ petition.
Allowed. Registry to carry out necessary changes in the cause title.

Government Pleader takes notice for the additional 3 rd respondent.
The petitioner prays for permission for use of loudspeakers to cover a 'Kathakali' recital which is to be after 10.00 p.m. The Government Pleader placed before me a judgment in Forum for the Prevention of Environment and Sound Pollution v. Union of India [2005(4) KLT 824], wherein the Court said that the power for exemption is with the WP(C) No.14163/2024 3/4 WP(C) No.14163 of 2024 2 State and the same should be exercised with caution.
In the above circumstances, if the petitioner submits an appropriate application before the 1st respondent within three days from today, the same shall be considered by the 1st respondent on or before 22.04.2024.
