                                JUDGMENT

The petitioner is a student pursuing his 5 year Bachelor of Business Administration and Bachelor of Laws (Hons.) course at the Government Law College, Thrissur. He has failed the Competition Law Paper in the X Semester. Seeking revaluation, he has preferred Ext.P4 application on 16.5.2022. According to him, he has been shortlisted for the one year LL.M. Course offered by the Indian Law Institute. Any delay in completing the revaluation may result in the petitioner not being able to join the LL.M Course. It is in the afore circumstances that the petitioner has approached this Court seeking issuance of directions to the respondents to publish the result of revaluation for the paper "Competition Law" in the X semester of 5 year B.A LL.B (Hons.) course and for incidental reliefs.

2. Sri. R.T. Pradeep, the learned counsel appearing for the petitioner, submitted that unless the revaluation is completed on or before 10.6.2022, serious hardship would be caused to the petitioner.

3. Sri. P.C.Sasidharan, the learned Standing Counsel appearing W.P.(C) No.16576 of 2022 3 for respondent University submitted that the last date for submission of application for revaluation is 31.5.2022. According to the learned counsel, a learned Single Judge of this Court by judgment dated 5.1.2012 in W.P.(C) No. 35167/2011, has ordered that the result of revaluation has to be published by the University within 45 days from the last date fixed for applying for revaluation. It is submitted that this Court had observed that all the answer papers of a particular examination for which application for revaluation are received shall be valued together and individual requests for early revaluation shall not be entertained to ensure the secrecy, confidentiality and transparency of the revaluation process. In terms of the directions issued by this Court, the University has also stipulated that the revaluation results shall be published within 45 days from the last date fixed for applying for revaluation. Finally it is submitted that notwithstanding the time granted by this Court, the University shall strive to publish the result as expeditiously as possible.

Having considered the facts and circumstances and the submissions made across the bar, this writ petition is disposed of directing the University to conclude the revaluation and publish the revaluation W.P.(C) No.16576 of 2022 4 results of the Competition Law Paper (X Semester) concerning the petitioner as expeditiously as possible, in any event, within a period of 45 days from the last date fixed for applying for revaluation.
