Issue notice to the respondent herein through the District Collector, Thrissur, returnable within five days.

2. The petitioner's counsel will serve an additional copy of the memorandum of this contempt petition with all the annexures thereto to the learned Senior Government Pleader, who will forward the same to the District Collector, Thrissur, who in turn will ensure that due service of notice on the respondent herein is effectuated as above, within five days.

3. The respondent will show cause as to why this Court shall not initiate contempt proceedings against him and also should show cause as to why this Court shall not impose exemplary cost of not less than Rs.50,000/- on him, to be paid from his personal funds and not from the State exchequer.
