1. In terms of judgment dated 29.05.2023, the respondents/contemnors were directed to complete the Acquisition proceedings with regard to the land of the petitioners within a period of six months. However, it seems that the acquisition proceedings have not been concluded even after a lapse of more than two years.

2. The series of status reports filed by the respondents would indicate that indenting department had completed the requisite formalities but the matter is pending at the end of Deputy Commissioner, Jammu, who, in his latest status report dated 11.07.2025, has submitted that certain clarifications were sought from the Divisional Commissioner, Jammu, which were responded to vide communication dated 17.07.2025.

3. From the facts which emerge from the status reports, it seems that the matter is languishing with the Deputy Commissioner, 2 CCP (S) No. 11/2024 in OWP No. 699/2012 Jammu/Divisional Commissioner, Jammu, as a result of which the petitioners are unable to get the fruits of the judgment passed by the writ court.

4. In view of the above, both Divisional Commissioner, Jammu as well as Deputy Commissioner, Jammu shall appear before this court on next date of hearing and explain as to why judgment of the writ court has not been implemented in letter and spirit even after a lapse of more than two years from the date it was passed. Copies of this order be forwarded to the Deputy Commissioner, Jammu and Divisional Commissioner, Jammu for information and compliance.
