ORDER
1. It is contended by Mr. Aamir, AAG that the judgment passed by this Court on 16.01.2014 in SWP No. 54/2014 has been complied with. The seniority list has been finalized and formal order of promotion of the petitioners too has been issued. He further submits that the promotion of the petitioners as Incharge Lecturers, which was ordered vide Government order No. 236-Edu. of 2019 dated 15.07.2019 was subject to verification of the genuineness of the qualification certificates of the petitioners, which process is underway and has not been completed as yet.
2. Having considered the submissions made by Mr. Aamir, AAG, I am of the view that two years time is enough for verifying the genuineness of the degrees/qualifications of the petitioners and others who have been promoted and the matter cannot be allowed to linger on indefinitely. This may not tantamount to contemptuous conduct of the respondents but it definitely speaks about the poor working of the department.
3. Be that as it may, with a view to ensure that the judgment passed by this Court is implemented in letter and spirit, Mr. Aamir, AAG is called upon to seek instructions from the Commissioner Secretary, School Education Department in this regard. It is only after hearing Mr.Aamir, AAG tomorrow, further orders to ensure the compliance of the judgment in its letter and spirit shall be passed.
