1. On 12.2.2015, the attention of the counsels for the parties was drawn to the Circular dated 7.8.2014 issued by the Ministry of Law & Justice, Government of India informing all Ministries, Departments, PSUs and Boards that they should desist from initiating inter- ministerial/departmental litigation in the courts of law and instead, try to resolve their dispute amicably through mutual consultation through the Empowered Agencies of the Government or through arbitration and if the same does not get resolved, then the said dispute be referred, in the first instance, to the Cabinet Secretariat and if necessary, to the PMO.

2. Today, counsels for the parties state that they have obtained instructions from their respective clients and are amenable to submitting themselves to the modality prescribed in the aforesaid Circular for negotiating a settlement, if possible and/or resolving their inter se disputes as per the procedure prescribed therein.
3. Accordingly, without prejudice to the rights and contentions of the parties, the present suit is disposed of, while granting liberty to the plaintiff to approach the appropriate forum as prescribed in the Circular dated 7.8.2014, for seeking redressal of its dispute.
4. At this stage, counsels for the parties state that they may be permitted to take back the original documents filed by the parties in the present suit.
5. Subject to the parties filing the certified copies of the original documents, the Registry shall release the same to the respective counsels.
