1. As the common reliefs have been sought in all these writ, they are heard together and disposed of by this common order.
2. For the sake of convenience of this Court, WPS No. 4177 of 2024 is taken as lead case, in which petitioners sought following reliefs:-
"10.1 That, this Hon'ble Court may kindly be pleased to allow the writ petition and may kindly be pleased to issue an order directing to the respondents to grant pay matrix level 7 to the petitioners equivalent with the similar post of Kushal Paricharak and other equivalent post.
10.2 That, the Hon'ble Court may kindly be pleased to issue an order directing to respondent to fix the pay scale Rs.4500-125- 7000 to the petitioner as per circular issued on 28.03.2012.
10.3 That, the Hon'ble Court may kindly be pleased to issue an order directing to the 4/5 respondents to grant 1st promotion just after completion of 5 years from the date of appointment with arrears of pay and other benefits.
10.4 That, the Hon'ble Court may kindly be pleased to issue an order directing to the respondents to grant 2nd promotion as per service rule of 2005 with arrears of pay and other benefits.
10.5 That, this Hon'ble Court may kindly be call for the records for its kind perusal which relates to petitioner's matter. 10.6 Any other relief, which this Hon'ble Court may deem fit and proper, may also be passed in favour of the petitioners."
3. During course of arguments, learned counsel for petitioners submits that petitioners were initially appointed as Kushal Sahayak (Skill Assistant) in the respondents engineering colleges. After completion of requisite period of service they were promoted on the post of Junior Instructor, however, requisite pay scale has not been paid to them, against which petitioners have submitted representation Annexure P-11 dated 16.03.2024, which till date is pending consideration and therefore direction be issued to Respondent No. 2 to take decision on the pending representation at the earliest within specified time. He also submits that petitioners may also be permitted to submit fresh comprehensive representations raising all grounds along with all supporting documents before Respondent No. 2 and Respondent No. 2 be directed to consider and take decision on the representations at the earliest within specified time.
4. Learned counsel for State submits that she has sought instructions on the submission of learned counsel for petitioners in the pre lunch session and according to her instructions, if petitioners submit fresh representations they will be considered in accordance with law.

On due consideration of submission made by learned counsel for respective parties, these writ petitions are disposed of permitting the petitioners to submit fresh comprehensive representations along with all supporting documents before Respondent No. 2 and in the event petitioners submit such representations Respondent No. 2 shall consider and take decision on the representations to be submitted by petitioners, in accordance with law, expeditiously, preferably within a further period of 03 months from the date of receipt of representations.
6. With the aforesaid observation and direction, this writ petitions are disposed of.
