1. Heard learned Advocate for the petitioners.

2. Issue notice to the respondents, returnable on 10 th June 2026.

3. Learned AGP waives service of notice on behalf of respondent Nos.1 and 2-State.

4. Learned Advocate for the petitioners is permitted to serve the remaining respondents by all modes permissible in law including the regular mode of service.

5. It is the contention of the learned Advocate for the petitioners that the process of transfer, which is undertaking, is in contravention of Government Resolution dated 18.05.2011. He submits that before absorption of surplus teachers, process of promotion and transfer needs to be completed. He places reliance on order of the Co-ordinate Bench of this Court in the case of Ravi Balajirao Dhage and 2 Others Vs. The State of Maharashtra and Others, Decided on 12.05.2026 in Writ Petition No.3980 of 2026 with connected matters.

6. I have perused the said Government Resolution, which requires that the staffing pattern assessment, promotions and absorption of surplus teachers must be completed before initiating the transfer process. Various representations made by the petitioners from time to time, which according to the learned Advocate for the petitioners has not been decided yet.

7. In that view of the matter, parties to maintain status quo till next date.

8. It is directed that respondent Nos.3 to 9 i.e. Chief Executive Officer of Zilla Parishad, Buldhana and respective Block Development Officers are directed to decide the representations made by the petitioners till 10th June 2026.
