Date ORDER OFFICE No. NOTE 9 22.10.2021 KVL, J Learned counsel for the petitioner contends that the final order cancelling the authorization dated 26.12.2019 refers to the report of the CSDT, Vinukonda dated 23.07.2019 and the show cause notice dated 07.08.2019, but the said two reports were not served on the petitioner. He further contends that the show cause notice dated 14.08.2019 was served on the petitioner, was not referred to in the impugned order dated 26.12.2019 and the report of the CSDT, Narasaraopet dated 02.08.2019 was referred to in the show cause notice but the said report of the CSDT, Narasaraopet dated 02.08.2019 was not served on the petitioner and it was also not referred to in the impugned order and hence, he alleges that there is total non-application of mind before passing the impugned order. He relies upon the judgment of a Division Bench of this Court in 'M.Kalyani vs. District Collector1'.
