According to the petitioner's Counsel the land of the petitioner was purchased by the authorities in connection with the tourism activities subject to the assurance that the petitioner was be given suitable appointment. Consequently, the petitioner was given appointment on the post of Junior Accounts Clerk but after expiry of the term, he was removed from the service whereas similarly situated Hari Har Shukla, Mangroo Gupta and Nathuni Gupta have been given regular appointment in the Department of Tourism.
Learned Standing Counsel submits that the petitioner has not arrayed the authorities of Tourism Department, who are necessary and proper parties but has only impleaded State of U.P. through Cultural Secretary.
Counsel for the petitioner is directed to make appropriate application impleading concerned authorities of Tourism Department.
