The reply filed by the opposite party no. 4, Executive Officer is not satisfactory. On one hand he says that the post is lying vacant, on the other hand, the orders for regularization are not being complied with. The Executive Officer has to make the regular appointment or pass the order of regularization. For Class IV employees there is not role of State government.
Let the Executive Officer, Nagar Palika Parishad, Raebareli, District Raebareli, appear in person before this Court on 11.11.2011, to show cause as to why proceedings for committing contempt of this Court should not be initiated against him and why he should not be punished under the Contempt of Court's Act.
