Learned counsel for the petitioners states that the petitioners are the Gram Vikas Adhikaries and their appointing authority is District Development Adhikari/Additional District Magistrate (Development) as per the Uttar Pradesh Gramya Vikas (Gram Sewak) Service Rules, 1980 and, therefore, transfer order passed by the District Panchayat Raj Adhikari, Varanasi is without jurisdiction.
