The contention of the petitioner is that the Additional Director of Education (Basic), U.P., Allahabad is the appointing authority and is competent to transfer the petitioner. While in the present case, the transfer order has been passed by the Joint Director of Education, Bareilly Region, Bareilly, which is without jurisdiction.
